Is my mom on drugs? .....again

Question

My mom and dad got a divorce when i was in 2nd grade (I am now 19). I usually stayed with my grandma because they would live out of nasty motel rooms. After that i only saw my mom once or twice every 6 months or so. And when i would see her she would come to my grandmas and sleep for like 3 days straight and then leave again. I now know she was on some kind of drugs. My dad remarried and got custody of me. I know that he and my stepmom smoke pot and perhaps do other drugs and although it really dissapoints and disgusts me atleast they were there and took care of me. My mom went to prison for drugs when i was about 15 and when she got out she moved in with my grandma and got a job and was doing really well for like 3 years. She bought my senior prom dress and tried to make up for lost time. I was extremely proud of her. But now, i think she either has mental problems or is on drugs again. She just seems confused a lot. Like the other day she called me and we talked about a lot of different things and i remember having to repeat myself and explain simple things. Well today she called me again and we basically had the exact same conversation as if we had never talked about it before. I just went along with it because every time i accuse her of being on drugs she starts crying and it's really old. So do you think she's on drugs again or just messed up in the head?
