  1. Yes.  Please do call animal control.

Many states have a no chained dog law.  Also, shelter must be provided from the hot sun and cold wind.

And, he is a puppy who needs to exercise to grow properly.

  2. Yes i would call the authorities. Most states have a required time limit that a dog owner could tie their dog up for.

  3. call your local animal shelter or animal control. he is required BY LAW to provide shelter, food, and water if the dog is outside.

they'll come out... and if he doesn't provide the above within a certain amount of time... they'll take the dog.

  4. unless he dose not feed him or leave water for him out side it is not abuse.

  5. I also live in New Jersey, and I see dogs chained all the time.

Does he have at least water within his reach?

  6. yeah because that's kinda mean to do that to a dog.

especially if the dog start barking sadly.

    yes you should.

  7. Make an anonymous call to the SPCA.  Go to petfinder.com, do a search for dogs under your zip code, and see what shelters show up.  Then call up the closest shelters and ask what you can do.  If the dog does not have food, water, shelter, and a decently lengthed leash, the animal control officers will probably issue a citation.  You can also tell the SPCA that if it will help speed the process along, you'll be happy to file a noise complaint with them about the dog barking.  Whatever speeds the process along.

  8. i would thats curl to leave a dog outside call and see wat they do hopfully they'll take the dog to a new and better home

  9. just ask your neghibor if he needs any help during the day for feeding and walking and such if he responds negatively call animal control

  10. yes I would.  It is not god for a dog to be tied up that long and not if it is barking at the house.  I would call the non emergency police department and see if they can help.  That is who we were tod by the humane society when we called them about a lost dog.  Good luck and thank you for caring enough to do something for the dog.

  11. If there is no food or water left out for the dog then YES!!!!! Call animal control right away. Even if water or food is left out for the pup then you should still inform the animal control so they can decide if it is an abusive situation.

  12. You should just help the dog.  Calling the animal control can be optional........

  13. Yes, call the authorities. In the state of California, it's illegal to leave a dog tied for more than three hours.

  14. call ur local animal shelter...they will probably take da dog away if they agree that they are abusing the poor dog. if yooh dnt no da # go 2 da animal shelter urself....good luck!

  15. Call the local humane society. If the dog doesnt have food, water and shelter that is abuse. The dog can get choked on the chain or have a heat stroke. This has happened to 2 dogs in the clinic I work at. Its also not sanitary for the dog to live in its own f***s.
