Is my wire broken or my guitar?

My electric guitar stopped working with its amp. I have to chords to hook it up to the amp and on the plug that goes into the guitar there black rubbery material or w/e it is is broken and bronzish looking strands are visible. Would that be the reason why my guitar isnt working or is it the wires?

It could be -- borrow another cord and try plugging it in. Take your guitar and amp to the music store and tell them you think you might need a new one. Maybe the music store would let you test it out.
