Is no one else concerned about "Dobbing"?

Question

During the height of communism in Eastern Block countries, being "dobbed in" was the the biggest fear of the people. Even now, in countries run by Dictators and where oppression abounds, "Dobbing" is the thing most feared.

What sort of country are we living in then where we encourage our people to "Dob In" their neighbours for everything from using too much water, to being an illegal immigrant... not to mention HOONING.
