  1. Nokia Maps 2.0 is free if you don't use the A-GPS and turn-by-turn navigation support. I use nokia maps 2.0 in my Nokia N82 and it works great. I never pay anything to use the nokia maps 2.0 because I don't use the A-GPS function and turn-by-turn navigation support.

  2. No it's not free, you'll need a data connection...this is what Nokia says:

The Nokia Maps app uses the data connection for:

    1) Downloading map data if not already available - the data is then cached and reused but it must be downloaded at least once.

Note that you can download the data through your PC in packages containing entire countries so if you want to avoid intensive data traffic this is the recommended solution.

Even if you have the data stored on the phone already you may chose to keep the data connection active so that you receive updated map data when available. This kind of updates should be however small and rare.

    2) Retrieval of route and navigation information. If you chose to use this premium service, of course.

    3) Retrieval of premium content (like city guides) or optional packages (like the localized voice for navigation guidance) - this are on-demand downloads so totally under your control.

In conclusion, yes, the data connection is needed by default but it is up to you to take the required steps to limit the need for downloads (by pre-downloading map data) and eventually block the connection completely.

One other thing to consider is that if you have the Assisted GPS enabled it also requires data connection (estimated data traffic - low) and you may see that connection becoming active for short times when you start the Nokia Maps application.
