Is one second really as fast as we think it is?

  1. one of the best definitions of 'time' is:  a sense of duration.

    i remember looking at the clock in grade school knowing it was 15 minutes before the end of the day and it taking HOURS!

    my snooze alarm goes off in 15 minutes and I SWEAR it was 15 seconds!

That is, indeed, a very deep question.  However, if you want the more prosaic, literal answer, here goes.  One second is internationally defined as 1/86400 of a mean solar day.  However, because this is lengthening (because of tidal forces etc.,) by about 1.7 milliseconds per century, we have had to introduce the occasional leap second in order to bring it back into line.
