No, the point of Desert Storm was to push Saddam and his military BACK into Iraq. Once that was done, the cease-fire agreement was made and signed, though Saddam would break it occasionally (thus technically meaning that he wanted to start it up again). The reason the US stopped was because of the UN and that fact that the Bush of that era recognized the potential danger of going in and destabilizing Iraq.
