Is original passport required to be submitted for apostilling Police Clearance Certificate?

I have a Police Clearance Certificate (PCC) issued by the Regional Passport Office in Mumbai. I need to get this apostilled by the Ministry of External Affairs in New Delhi. To get the PCC apostilled, is it required to submit the original passport along with the PCC? Or maybe passport photocopies are sufficient along with the PCC? Or not even the photocopy of the passport is required? Thanks.
