  1. Only when it is strategically advantageous to use the military for populational situations.


  2. Do you mean that "over population should be resolved by application of military force"? EG that if the population gets to big you should either have a war or shoot them?

    The answer to that is no.

    However, if you mean "does over population lead to an increased risk of military conflict?" then the answer would be yes.

    History has shown that when the population grows to a level where it begins to put a strain on natural resources then wars are more likely (See African history). History has also show that when a country has a large population that threatens to become restive wars are also more likely (The Japanese invasion of Korea was a good example of this).
