    Permafrost is a layer of permanently frozen (hence the name) soil.  Permafrost tends to occur at high elevations, high latitudes or near glaciers.  

    Dry ice is frozen carbon dioxide.  Dry ice does not occur naturally on this planet, and can only be produced in laboratory conditions where pressure and temperature can be manipulated.  Dry ice will sublimate (go directly from solid to gaseous phases) when exposed to normal temperatures and pressures.
