Is powder sugar the same as confectionery sugar?

I am making lemon bars and it calls for powder sugar, but I only have confectionery sugar

They are the same if you get them at a grocery store.

There are different grades in professional cooking, but they are unavailable to the general public for the most part. Unless you go to a specialty store that specializes in cakes.

Powedered sugar is also referred to as icing sugar - just fooling around with sugar in different forms!  In fact, icing sugar is left over dust after refined sugar crystal is separated!
