according to Chinese law, you are allowed to "preach" on the grounds of any Three-self Church, outside the compound it is illegal.  You also according to law, unless it has change since last I looked at it, you are not allowed to preach to those under 18

The rule is: you don't preach to locals!

It's ok to preach to foreigners, some even have their church built there, but not allowed to have locals as members.
