Unfortunately he does speak without using a speech that's been written and vetted for him. His phone call to Camilla saying that he would like to be her tampon is one of the more sensible unscripted sayings of old big ears.

no, he gets every single word he utters during the day handed to him on a piece of paper as soon as he wakes up, that is why he sounds so dumb so often...

I dont think it is a question of not being allowed to. I think it is more a case of him not having the brains to think for himself.
