Is public transportation in d.c. good enought to get rid of a car?

Yes, they have a very elaborate metro system that runs through the city and outlying suburbs.  I never took the bus while I lived there, but saw them constantly, and taxis are everywhere if you get stuck.

I would say "heck yeah!"  You can use Metro's trip planner (link below) to see how long it would take including walking from any address in the DC area to another. I would recommend Capitol Hill (you can walk everywhere you need to go) and you should be able to find something "affordable," but that is a relative term in DC.  There is also car sharing available with Zipcar.
