They are associated with the U.S. and U.S. federal law applies to the island but they are NOT part of the U.S. Puerto Ricans have rejected incorporation into the Union (statehood) and choose to live with their present status.  With this fact, Puerto Ricans do not vote in national elections, do not pay federal income tax and do not send elected officials.
