Is "Europe by Car" a reputable Car Rental company? Has anyone had any experience using them?

I am italian. Do not confuse Europcar with Europe by car.

Europcar is one of the best car rentals in Italy, as Hertz, Avis and Maggiore/National.

As I know Europe by car is a tour operator that works with many small/medium car rental companies but it does not rent his cars and doesn't has depots in Italy!

Europe by Car has been around for quite some time.  If there were questions about them, I am sure there would be negative reviews posted on the www.  Here is one review that gives them top marks: http://www.epinions.com/srvc-review-24DE...

I have never rented from them,  but EuropCar (www.europcar.com) is very reliable; I have rented from them at least a dozen times and had excellent results.  They obtain their cars through Hertz and Avis, though you pay a substantially discounted price.
