  1. Not exactly. Latin America is a region consisting of countries that have a romance-derived language as their official language. Although definitions as to which countries are part of Latin America differ, its widely accepted that all of Central America, South America, Mexico, Cuba, the Dominican Republic and Puerto Rico are considered Latin America, the other islands/countries/dependencies are controversial. In Central America Belize's official language is English, but the country itself (much like the Caribbean Coast of Nicaragua, Honduras, Costa Rica, and Guatemala) is not any less Latin American because of their traditions, language (the majority speak Spanish despite it not being official), and people.

South America the country with the highest GDP (ppp) is Brazil with $1.838 trillion, the country with th highest GDP (per capita) is Argentina with  $ 13,000  followed by Venezuela with $12,800. "Richest" is defined differently so it depends on your definition.
