Yes, in a away it is however not all Internet related items are stored in that folder, for example it may not include all cookies or web history, in fact it may be empty even though you have Internet history and cookies stored in your browser cache. The best to clean your history or cookies is through IE--> Tools General Tab  --> Delete then click on Delete All that is if that is what you wanted to do. It's a good idea to keep on eye on two folders your Temp Folder and your Temporary Internet Files folder be careful what you delete in your Temp folder it will also store temporary office files.
