It depends on the software and how you determine whether it works.

For racing in the US, the software can pick randomly and you will lose about 18% of your investments. You will occasionally get a good payout. You'll get some winning streaks, but long run you'll lose 18%. Random picks do better than a lot of people who hang around the track everyday betting only longshots or only favorites or 3,5,1,7 superfectas all day long.

If you add a few other factors to the program, you'll improve a little bit. Maybe get to even.

I have heard reports of programs that can show around a 20% increase in investment, which is about as good as a good person can do. Unfortunately for the rest of us, these are usually programs that handicappers wrote for themselves and are not about to sell or share.

Because the payout in parimutuel betting is based on the amount everyone bets on each horse, anyone who figures out how to make a consistent 20 cents on the dollar at the track is not about to share that information. If it spreads too far, the prices go down, meaning his profit goes down.

I would suggest getting some of the many books that cover the principles of handicapping and the principles of money management at the track, and come up with your own system. Not only are you likely to end up doing better than most computer programs available for sale, but you will have more fun knowing that you figured it out.
