  1. Yes, dial-up Internet uses the PSTN land-line telephone system to access dial-up Internet services at maximum of 56Kbps speed.

    If you had Internet without PSTN phone service, that would be dry-loop/naked-DSL high-speed Internet over phone line... which is not the same as dial-up service.... that would be HighSpeed DSL.

    And, yes there are some PC-VoIP services that will work over Dial-Up 56K Internet.  GoogleTalk works good over dial-up.  PcCall, InPhonex, and CallCentric Softphones will work on dial-up too...

    you cant use VoIP....but you can get just get a line without phone service....Verizon !!!

    also with yahoo/AT&T....it all depends were you live!!

  3. You can compare the Prices and Cash Backs from all the Internet Service Providers at once. You hope you will be able to find the best one for you.

    I think you need to keep current ISP connection

    or switch it to other ISP with Cash Back.

    Due to speed, Dialup is not up-to-date way any longer

    even though it might be cheaper than DSL.
