Is riding on the handlebars of a bicycle illegal??

Yes, it is not only illegal, but unwise. If an officer was so inclined, he could write you a ticket. But from what I've seen, enforcement of cycling traffic laws leaves a lot to be desired. At worst, you'd probably get a warning.  

But don't do it.

I found out the other day that it's legal to ride in the bed of a pickup, as long as the cab is full.
