Anything to alter performance of either the club or ball is illegal.  Including spitting on the driver (to reduce side spin), etc.

You are permitted to mark your ball to allow you to identify it.  (Lipstick in my opinion would not be a good medium)  Covering the ball in lipstick would not be considered appropriate as it would be deemed as ball flight enhancement  similar to spitting on a drivers face ( eliminates side spin)
