  1. Both.  West of the Ural Mountains is in Europe (maybe 1/4)?  and east is in Asia (the majority, in terms of area).  However, a disproportionate number of people live on the Europe side, much like the population of the USA is much more dense in the NE.

  3. The answer depends on what you consider being in Europe or Asia. Territorially, it's mostly in Asia (Siberia), but most of the population lives in Europe. In my opinion though, it's very incorrect to view Russia as a simple huge homogeneous blob on the map. Since Europe is a cultural, historical, and ethnic concept as much as it is a political or a geographical one, it is necessary to take many factors into account.

    Compare this country to the British Empire: was it in Europe, America, Australia or Asia? Well, all of them. But without doubt, the Englishmen living in their colonies were still European, and remained essentially European even when they attained distinct national identities such as Australians or Americans. Siberia isn't a separate continent, but it is to the heartland of Russia what Canada is to England - a vast, inhospitable, difficult to reach, faraway territory with a small aboriginal population that could make little impact on the culture of the conquerors. Siberia only became more or less fully colonised in the 20th century. Even now most of northern Siberia is extremely sparsely populated, and most of the population there can be found in its extreme south.

    In other words, the Russian Federation stretches over vast expanses in both Europe and Asia. However, the Russians themselves are either Europeans or colonial Europeans. Some of the ethnic minorities living in Russia may be classified as Eurasian - say, the Tatars or the Ossetians. Some are Asian, such as the Yakuts or the Chukchi. Some are European, such as the Veps or the Karels.

    P.S. As far as Peter the Great is concerned, his aim was to transform Russia from Eastern Europe into something resembling North-Western, Protestant Europe.

    Pretty much everything east of the Urals Mountains is considered Europe. West of the mountain range is Asia.  Politically it’s more European; geographically it’s mostly in Asia.  Kazakhstan it also geographically both too, but politically I think the European Union and the Council of Europe does not recognize Kazakhstan as European because it is considered (by the Council) to be a dictatorship..? At least that’s my understanding.
