sorry to say but no!  concrete texture does not affect temp.  There are a variety of products you can apply to the finished concrete to help with the surface temp of the concrete.  my favorite is a product called cool crete.  You must take into consideration of the slippery factor around a pool.  Moat application you get ask for something to mix with it so it has a texture.  Cool Crete is mixed and applied like concrete, and is troweled over the concrete, leaving a texture like stucco on the side of a house.  Awesome product and is cool to the touch even in 100 degree plus temps.Your local Lowe's or home depot, or a contractor store will carry many varieties of these products.
