  1. That seems like an old list, because it seems that I remember Seoul being #1 near the time that they hosted the Olympics and it seems that I heard recently that Mexico City was the largest now.  You might want to check your sources on this before answering definitively.  Another chart I found has Tokyo #1 and still another chart has Bombay, India.  But in none of these is Sao Paulo #1.
