Is saying someone is animated a nice way to point out they are a drama queen.

In a way yes, but i think being upfront about it when you tell your friend/partner or whoever is a more effective way as long as you are respectful and dont insult them in anyway.

Although some people are extremly immature and will get offended just from the fact that you just stated a negative trait about them, thus they will cause conflicts or try to insult you to make them feel better as a sort of retalliation. if that happens then even talking about things  and apologising for NOTHING will just become a big loop of chaos if the person is immature.

usually dramaqueens  have a subconscious habit and(or) addiction to drama and attention thus they cause alot of conflicts/overexagerate/lie/manipulate/g... trip/ectect

Anyway i hope all goes well for you when you tell them!.

Animated won't get the point across. Probably try laughing and like casually saying something like "You're so dramatic!"

Calling them animated won't get the message across. Just call them a drama queen.
