Yes.

Everyone should have some personal development education. It has to be appropriate to their situation though.

For example you wouldn't teach the average 5 year old what a hand job was. However you may teach a person who is intellectualy disabled and a teen or adult who is mentally the age of 5 years old. As it is appropriate to their age and stage of development.

A really good reason to teach s*x ed to everyone is that without it you are more vulnerable to abuse. If you have not been taught what is wrong then you have no way of knowing what is wrong.
