Is she not my friend? Help please!!!!!

The two of you belonged to the same organization. Before you were initiating the contact, but they'd still talk to you & even invited you out a few times. Then, they went to a diff country for a few months. While they were away you left the organization. And when they came back, they didn't contact you the whole summer even though they had your contact info.

Talking to someone and going out a few times sounds as if you were acquaintances, but not really friends.  You may have been part of the work crowd that would get together once in a while, but not social friends.  Since they did not contact you the whole summer the relationship fizzled when she left the country.  If you have HER contact info you could always send an email or give her a call.

She can still be your friend. Life is busy. It doesn't exactly sound like you tried or have ever tried to get in touch. It won't hurt if you text/call her.
