Is short ordering also called going short,& is there a set agreement of how long you'll borrow the stocks ?

Does the broker ask the client's permission from whom the stocks are to be borrowed or does the broker just borrow from any random client who has the stocks?

Is there any agreement to how long the client borrowing can borrow for and under what terms etc?
