  1. above^ you are looking at sulfur(S) not silicon (Si), SILICON has 4 valence electrons, your just confusing the situation, sorry you just need to learn how to read the periodic table i guess...

    the bonds in the molecule are polar, because oxygen has an electronegativiy of 3.5, while silicon has an electronegativity of 1.8, making their charge 1.7, which is polar.

    however, the overall molecule is nonpolar.
