Is skype out of country free?

Computer to computer that is.

Its cool if it is but I don't understand how connecting and talking to people even if its on computer could be free. I use to waste so much cash on calling cards.

Yes! Computer to computer is free in whole world.

It does not use conventional land lines for call setup. It is VOIP based and thus uses internet to route packets (conversation).
