Is sleeveless blouses suitable for presentations?

Question

I heard that sleeveless should be wore with a jacket or blazer over it in order to be suitable. Why is this so? why couldn't the sleeveless top alone be suitable?

It's not professional looking.

Nobody wants to see arm flab or your pits, hairy or not.

Jacket is more business-like and serious. However if you don't have one, I guess sleeveless is OK so long as there are no bra straps showing and also NO cleavage!

if you are good looking you can go sleeveless , if you are less than a 8 -10 then go with sleeves
