Is snorkeling only allowed in certain areas?

I'm interested in snorkeling and want to know if there's certain places you can't snorkel legally. I'm going to Maine.

Its recommended that u do it in shallow water, to prevent u from drowning

maybe if you ask a cost guard at the place where your going??

because i'm not sure where you'll be snorkling if they allow you to

When you get there go to one of the local dive shops. They should be able to tell you the best and safest places for you to go. There may even be someone there you can hire as a guide.
