  2. First, it depends on how one defines scientific.  A dictionary definition describes science as "The observation, identification, description, experimental investigation, and theoretical explanation of phenomena."  Under that definition, sociology is certainly a science.  

    From a Popperian perspective, the key is falsification.  That is, if a theory is incompatible with possible empirical observations it is scientific; conversely, a theory which is compatible with all such observations, either because, as in the case of Marxism, it has been modified solely to accommodate such observations, or because, as in the case of psychoanalytic theories, it is consistent with all possible observations, is unscientific.

    So, some elements of sociology are, in my view, certainly "scientific," while at times it falls short given this definition.  What is important to not is that while certain elements of sociology might not always be "scientific," that does not mean it is without value.
