  1. No, but, solar irradiance is the amount of sunlight which reaches the Earth.


  2. Technically, no, but the usage is different.  Solar power (i.e, mechanical, electrical, or thermal energy) is acquired by trapping solar radiation, which is the photons that actually come from the sun.
