  2. Yes, PROVIDING that you are an Irish citizen or a citizen of another EU country.

    If you are not an Irish citizen (or a citizen of another EU country) but are currently in Ireland then a visa may be required.  Usually the test is: are you legally in Ireland without a visa?  If yes, then you're OK in Spain too.  If you need a visa to be in Ireland, you need one for Spain too.
