  1. No its not. The accents are different, you can immediately tell the difference between a guatemalan and dominican accent. There are also different phrases and words to describe the same thing.

  3. Like any language, Spanish has regional differences. For example, in Guatemala r is often pronounced like s. In The Dominican Republic they often leave off the final s in a word. Instead of perros, they would just say perro. Many DR Spanish speakers' r also sounds kind of like l. But if you are proficient in Spanish it shouldn't be too hard to understand.

    ultiamtely yes the language is the same, i'm guatemalan and my boyfriend in domincan and we can have a conversation and speak together all the time, the only difference is they speak a little faster and pronounce some words differently and they have many slang words. but if you are fluent you will not have any problems. hope i helped
