Is spore on the pc multiplayer?

So far it's not multi player for PC, but there will be the option of sharing your civilizations and downloading them into your own world. It's not to say this won't change in the future though.

Kinda sorta. Your game downloads thousands of other people creatures, planets and such on to your game. Then, a computer system takes control of their creatures. So its basically player created, computer controlled.
