No, it's a sparkling wine.

A friend of mine particularly liked Martini & Rossi Asti Spumanti and during a trip to the deep south, decided to have a glass with her dinner at a nice restaurant she was patronizing.  The waitress asked her what she would like to drink (in a very southern, Scarlet type accent).

“Oh, bring me a glass of Asti” she replied.

When the drinks arrived, she received a glass of iced tea (ahs-tay in southern-speak).

Champagne is a region in France; only the sparkling wines from that area can be labeled Champagne. Everything else is considered sparkling wine.

Spumante is italian sparkling wine which is usually sweet while Champagne tends to be dry.

Sparkling wine can be made anywhere from any variety of grape.

Champagne comes from the area around Reims in France.

Some sparkling wine makers spell Champagne differently to try and fool customers, a bit like copy Lolex watches.

As far as I know Champagne is made from the chardonnay & pinot grapes and the Méthode Champenoise is used. This is basically where the bubbles are created by secondary fermentation in the bottle, rather than by having carbon dioxide pumped in (a bit like real ale vs keg beer).

Many sparkling wine producers also use the same grapes and Méthode Champenoise, but because they are not producing in the Reims area, they are not allowed to use the name Champagne.
