  4. No. I don't think so. It looks German to me. It slightly resembles the Russian word for 'calm', which is stal'. But that's certainly not a surname and although the difference in English seems minor, the difference in Russian is not. It closer resembles the German word for it, which is exactly stahl. Now, there might be a Slavic connection if these people were among any that were exiled during the rise of protestantism in Germany---they mostly went to Slavic states like Slovakia. But the name itself is most definitely German.
