would it be legal for me to dance to a dance mix in public and ask for tips?

It's legal but you can't solicitate for money. What you do is you put a hat or a suitcase and people can give you a tip. That is different.

This comes down to city regulations. In some towns this would be considered a breach of the peace, it in all the big cities it goes on.
