This combination us usually good tool for government regulation - tariff treats gasoline equally for everybody in economy (though depending on consumption level) while subsidy may selectively support certain industries, capital, customers or group of population. So partially is really reverses tariff, but this reversive effect is selective and doesn't affect everyone the same way (this is sort of corrective discrimination in economy but may have some politically pursued interests, thus contain tacit injustice).
