Yes, sugar is polar.  Sugar disolves in water, and because water is polar, it can disolve other polar compounds.  Polar is when the compound has "poles", or different parts of the molecule have different charges.  Water, for instance, has the positive hydrogen, and negative oxygen, thus, it is polar.
