Is tapping in the ball a "shot attemp"?

Two questions when an offensive player in NBA taps the ball towards the basket to score:

1. Is this a shot attempt by NBA rules (and which rule number)?

2. If it does not touch anything (the board, rim or another player), can he try again?

Personally, I'd think that it is a shot attempt, therefore, a traveling violation when the ball does not touch anything else.

    1.yes but if it is the same person who is tapping it in and who shot it

    it must hit the rim on the first shot or it is a self pass
