Is tea really better after the second boil?

Question

Some people would pour hot water into a tea cup, then throw the water away, and pour hot water in it again before drinking.

Does this really make the tea more potent or taste better?

It depends on the quality of the tea. I cannot imagine the second cup would taste better, but with a quality tea you can re-steep the tea and get another quality cup of tea. Poor quality teas generally taste very bad, sour, or otherwise if re-steeped.

If you steep the tea longer it'll be more potent.  But throwing away the water once and then adding more hot water doesn't make sense.
