Is teaching your child to torment another child appropriate?

Ok here's the deal, my neighbor has taken it upon herself to teach her above average sized 9 year old that it is ok to pick on my much smaller 7 1/2 year old! She has gone far enough as high fiving her child infront of mine as she is crying. I have spoken to this mother and gotten no where! She seems to find nothing wrong with this situation and continues to encourage her daughter to behave this way. I live in a multiple family dwelling and all of us parents are having issues with this mother and her child...any suggestions on what we can do?

You need to teach your child to fight back and kick the big fatty's @ss.
