I put an item up for auction and the winning bidder is from nigeria do you think it is another scam?

Absolutely. This is actually one of the original scams. Avoid!

Edit: I didn't read the rest properly, so the person won the auction and they haven't paid yet? Has he emailed you about accepting a wire transfer or anything like that? If so, then yes it's a scam. If he pays with Paypal and it is a confirmed address and you are willing to ship out of country then there should be no problem.

Nigeria and Indonesia are notorious for their scams. I would not give any personal info to them, and I would only accept PAYPAL from verified and confirmed addresses. DO NOT accept wire transfers, those are most always scams.

Could be.  Just to be on the safe side, tell him in a private email through eBay that you will send the goods when the funds are securely in your account.  A holding period can be stipulated if you think there may be foul play.
