That seems happened in Georgia (country) after presidential elections of 5 January. Georgia claims 100% literacy rate...

2265 from 3512 precincts presented results until this moment, i.e. at the beginning of the second day after elections: http://www.results.cec.gov.ge/?lang=eng

  1. Do you think that the state election office can certify every single vote in one day?

What about absentee ballots that have to be opened and counted by hand?

  2. I think it all depends on the country. In Australia, the count is pretty much complete within 48 hours, but I am aware of others, including now Georgia, where it takes longer.
