  6. It is a very common misconception that embassies (and consulates, and military bases) are somehow considered the "soil" of the country whose government representation rests there.  This is not true.

    It is the Vienna Convention on Diplomatic Relations which spells out the rights and privileges of diplomatic missions.  Particularly, Article 22 states:

       1. The premises of the mission shall be inviolable. The agents of the receiving State may not enter them, except with the consent of the head of the mission.

       2. The receiving State is under a special duty to take all appropriate steps to protect the premises of the mission against any intrusion or damage and to prevent any disturbance of the peace of the mission or impairment of its dignity.

       3. The premises of the mission, their furnishings and other property thereon and the means of transport of the mission shall be immune from search, requisition, attachment or execution.

    As you can see, this is a far cry from any claim that an embassy is somehow the actual "soil" of the sending state.

    I'll add that American military bases, overseas, are not American "soil" either.  When the United States opens a base in another country there are diplomatic agreements called SOFA (Status of Forces Agreement) and VFA (Visiting Forces Agreement) that governs the relationship between American military personnel and the base with the host country.  The base is NOT American territory.
