Yes, they have a set of guidelines and yes, you must meet every requirement in order to be accepted.  What type of visa are you looking for?  The Citizenship and Immigrations Canada website will explain the types of visa's and how to qualify for each.  www.cic.gc.ca

Canada will not accept someone who has a criminal record or who cannot pass the medical exam.  You must also meet financial criteria either through your sponsor or yourself depending which type of visa you need.  

Also wait times are long---most visa's take at least one year to get.  Some cases require several years.
